Accrued Minutes Visits in the EVV Aggregator Solution
Due to the implementation of EVV Claims Validation, a new process has been created to allow for continued billing of accrued minutes. This article defines accrued minutes visits and details the new process.
Per 13 CSR 70-91.010, a provider may not bill time spent in the delivery of service of less than one (1) unit of service for any participant. However, a provider may accrue time spent in the delivery of service of less than one (1) full unit for any participant to establish a unit of service.
Missouri DSS requires providers to bill actual minutes of service billed in 15-minute units. However, not every visit will be delivered in exact 15-minute increments.
For example: If a visit lasts 18 minutes, you bill 1 full unit (15 minutes), and the remaining 3 minutes are considered accrued.
Once the total accrued time reaches 15 minutes, you can submit an accrued minutes visit to EAS. Accrued minutes only apply to services authorized in 15-minute units.

To bill for accrued minutes in EAS, you (or your vendor) will need to create a corresponding Accrued Minutes Visit in your EVV system using the new reason code 280 (Accrued Minutes Visit) which will be used to match when the claim is validated.

Reason Code 280 (Accrued Minutes Visit) should only be used for accrued minutes visits.

Accrued Minutes Visits must include all data elements required for a verified visit:

DCN
-
Provider Medicaid ID

Employee FCSR (This can be any caregiver involved in that participant’s care during the accrual period.)

Service Type: Procedure code and modifier submitted with the original visits. For visits that require tasks, a new task 0280 (Accrued Minutes Visit) may be selected. This task should only be used for accrued minutes visits.

Visit date used must match date of service submitted on the claim.

Start and end time: Any time may be used so long as it is divisible by 15 (e.g., 30 minutes, 45 minutes) and does not overlap with an existing visit for the same service.

Whether created by your vendor’s EVV system or manually entered by you, all accrued minutes visits will be identified as a manual call type.
Although a manual call type, accrued minutes visits are not included in the Auto-Verification reports in EAS or considered in the auto versus manual verification statistics.

Only one (1) Accrued Minutes Visit is allowed per day, per client, per procedure code or modifier.

There is no unit restriction, but the duration must be divisible by 15 (e.g., 30 minutes, 45 minutes)

Accrued Minutes Visits with a 0-minute duration will be rejected.

Accrued Minutes (from multiple visits) accumulate during the month and do not carry over from month to month.
